ASB at Templars Square and Upper Bar, Cowley

Issued: 11 May 2026

Status Update

We continue our work to address issues of Anti Social Behaviour in this area. The team are working closely with partner agencies to promote sustainable improvements. Part of the work has involved a closure order that has been obtained in the Upper Bar area to protect vulnerable people and reduce ASB. This work has now resulted in an extension of a PSPO in partnership with the council and other target hardening. We are also working with others to suggest and work towards sustainable improvements in the area to help reduce ASB, which continues to impact the local community and those visiting.

The team are working to achieve Criminal Behaviour Orders on identified offenders and have completed regular, targeted operations which will continue. Community feedback has been sought and the majority of the surveys completed suggest a reduction in ASB has been achieved as a well as an increase in Police activity seen. This is positive feedback, but the work continues as issues persist. We will continue to seek community feedback and encourage the community to reports issues.

We are awaiting a court date to obtain a Criminal Behaviour Orders for identified offenders responsible for ASB in this location, one of these is being progressed through court and we are hopeful of a decision in the coming weeks, in the meantime the offender has court bail conditions preventing them attending the location. We have also completed joint assessments with the council and progress is being made to target harden the Upper Bar residential access to safeguard the residents and reduce ASB.

We are now progressing towards physical gating at identified key areas and are working with the council to fund and install this as a key preventative measure. Enhanced patrols are being completed regularly to deal with any offences robustly but also assist the council in enforcing the PSPO and deal with any breaches of CPW (community protection warning) and/or CPN's (community protection notice).

Update - We continue in our effort to reduce ASB in this area with a high volume of targeted, meaningful patrols being completed in the area. We are also making progress towards sustainable layout improvements in partnership with the council and retail partners in the area.

In addition to an increased presence to prevent crime, the NHPT has made multiple arrests of prolific offenders, targeting this area for offences such as Burglary, GBH, Theft of pedal cycle and Shoplifting. We are also making efforts to increase our social media updates to keep the community better informed of our commitment and hard work.
